Summary 

Fiscal year (FY) 2021 appropriations for Interior-Environment were signed into law as part of a large spending package that also included funding for COVID-19 relief and a host of other legislation (P.L. 116-260). This brief summarizes funding and other provisions in the bill and the explanatory statement related to the Department of the Interior (DOI) and the Environmental Protection Agency (EPA). It also covers the National Endowments for the Arts and Humanities (NEA and NEH). The explanatory statement specifies that provisions included in House Report 116-448 should be complied with unless expressly stated otherwise.

Of note, this brief does not cover funding and other provisions related to the COVID-19 pandemic (see Budget Brief 20-25). It does, however, cover Division S, which reauthorized and expanded some EPA programs.
