Summary 

Fiscal year (FY) 2021 appropriations were signed into law on December 27, 2020. This brief describes funding and policy provisions affecting human services programs in the Labor-Health and Human Services (HHS)-Education portion of the appropriations law (Division H) and in a separate division that extends certain HHS programs (Division CC). This brief does not include funding or policy provisions related to COVID-19 (see Budget Brief 20-25). The budget:

  • Provides level or increased funding for most programs covered in this brief
  • Includes $638 million for a new Low-Income Household Drinking Water and Wastewater Energy Assistance Program
  • Extends funding for several mandatory programs, including Temporary Assistance for Needy Families (TANF), the mandatory/matching portion of the Child Care and Development Fund (CCDF), pregnancy prevention programs, and Promoting Safe and Stable Families (PSSF)
