Summary 

Fiscal year (FY) 2021 appropriations were signed into law on December 27, 2020. This report describes funding and policy provisions in the budget affecting health programs, which were part of the Labor/Health and Human Services (HHS)/Education portion of the appropriations law, as well as separate divisions (Division BB and Division CC) addressing HHS extenders and other public health provisions. It does not include funding or policy provisions related to COVID-19 (see Budget Brief 20-25). A subsequent report will address human services programs. The budget:

  • Provides level or increased funding for most programs covered in this brief
  • Extends funding for several mandatory health programs through FY 2023
  • Delays Medicaid Disproportionate Share Hospital (DSH) cuts until October 1, 2023
  • Includes a few Medicaid and public health program extensions and policy changes
