Summary 

The VIP Series focuses on selected federal grant-in-aid programs in the FFIS database. This edition provides preliminary estimates for the president’s proposed budget for fiscal year (FY) 2023 (PB 2023 in summary tables). FFIS estimates of FY 2023 state allocations are often a function of prior-year shares. FY 2021 and FY 2022 allocations have been updated as possible based on agency information.

  • Figures exclude COVID-19 supplemental funds for most programs, although such funding is included for the following programs that rely on the Federal Medical Assistance Percentage (FMAP): Medicaid, Adoption Assistance, and Foster Care. The president’s budget does not specify when it anticipates the COVID-19 public health emergency (PHE)—and the additional FMAP that comes with it—to end.
  • Figures reflect sequestration of non-exempt mandatory programs under the Budget Control Act (BCA). Reductions are specified in the footnotes for the affected programs.
  • Figures also include FY 2022 and FY 2023 appropriations in the Infrastructure Investment and Jobs Act (IIJA), except when those appropriations were made as a lump sum covering several years (e.g., Weatherization Assistance), rather than with respect to a specific fiscal year (e.g., the two Environmental Protection Agency revolving loan funds).
