Summary 

The VIP Series focuses on federal grant-in-aid programs in the FFIS database that are most important to states. This edition provides state estimates based on the president’s proposed budget for fiscal year (FY) 2022, with estimated state allocations often a function of prior-year shares. It also updates many allocations for FY 2021 and some for FY 2020.

Figures do not reflect COVID-19 supplemental funds for most programs, although such funding is included for programs that rely on the Federal Medical Assistance Percentage (FMAP). These include Medicaid vendor payments and administration, Adoption Assistance, and Foster Care.

Figures also reflect the impact of mandatory sequestration on non-exempt programs under the Budget Control Act (BCA). Reductions are specified in the footnotes for the affected programs.
