Summary 

The VIP Series focuses on federal grant-in-aid programs in the FFIS database that are most important to states.

This edition provides estimates based on the enacted budget for fiscal year (FY) 2021, with estimated state allocations often a function of prior-year shares. It also updates some allocations for FY 2020. This edition is limited to discretionary programs and selected mandatory programs. It excludes open-ended mandatory programs, such as Medicaid and Title IV-E, because these are not capped at a specific funding level and, instead, vary based on the number of eligible beneficiaries and associated costs. Additional mandatory programs will be included in the report that focuses on the president’s FY 2022 budget submission, since it is likely to include proposals that would affect these programs.

Figures do not reflect COVID-19 supplemental funds. They do reflect the impact of mandatory sequestration on non-exempt programs under the Budget Control Act (BCA). Reductions are specified in the footnotes for the affected programs.
