The Consolidated Appropriations Act, 2023 was introduced on December 19. The Jim Martin Table summarizes funding for major grant programs.

The bill decouples the Medicaid continuous eligibility policy from the COVID-19 public health emergency. Specifically, Medicaid redeterminations would begin on April 1, 2023, and the 6.2 percentage-point FMAP increase would be phased-out as follows:

  • 5 percentage-point increase for April-June 2023
  • 2.5 percentage-point increase for July-September 2023
  • 1.5 percentage-point increase for October-December 2023
