Jim Martin Table: FY 2023 Appropriations
The Consolidated Appropriations Act, 2023 was introduced on December 19. The Jim Martin Table summarizes funding for major grant programs.
The bill decouples the Medicaid continuous eligibility policy from the COVID-19 public health emergency. Specifically, Medicaid redeterminations would begin on April 1, 2023, and the 6.2 percentage-point FMAP increase would be phased-out as follows:
- 5 percentage-point increase for April-June 2023
- 2.5 percentage-point increase for July-September 2023
- 1.5 percentage-point increase for October-December 2023
Figures in the Jim Martin Table reflect FY 2022 and FY 2023 appropriations included in the Infrastructure Investment and Jobs Act (IIJA), except when those appropriations were made as a lump sum covering several years. The footnotes provide additional detail.
