 Summary 

The American Recovery and Reinvestment Act of 2009 (ARRA) appropriated $7 billion in funding for unemployment insurance (UI) modernization incentive payments to states. These provisions are intended to encourage states to expand unemployment compensation coverage. The ARRA also included $500 million for state UI administration grants.
