Summary 

The Restoring Hope for Mental Health and Well-Being Act of 2022 was signed into law as part of Division FF of the Consolidated Appropriations Act, 2023. The law includes provisions to support crisis care and other mental health services, as well as substance use disorder prevention, treatment, and recovery support services. It reauthorizes several grant programs in the Substance Abuse and Mental Health Services Administration (SAMHSA) and a few in the Health Resources and Services Administration (HRSA), most through fiscal year (FY) 2027. It also creates three programs.

This brief provides a summary of the reauthorization and highlights provisions of interest to states.
