Summary 

Division FF of the Consolidated Appropriations Act, 2023 (P.L. 117-328) included provisions to decouple Medicaid continuous coverage and the 6.2 percentage-point increase in the Federal Medical Assistance Percentage (FMAP) from the COVID-19 public health emergency (PHE). Starting April 1, it phases out the FMAP increase and allows states to begin Medicaid redeterminations.

This Issue Brief provides state FMAPs during the phasedown period, which runs through December 31, 2023. It also provides FFIS calculations of the enhanced matching rate used for the Children’s Health Insurance Program (CHIP) and Medicare Part D clawback rates. Both of these formulas incorporate the FMAP increase and will be affected by the phasedown.
