Summary 

The Bipartisan Safer Communities Act (BSCA; P.L. 117-159) was signed into law June 25. The bill clarifies who needs a federal license to buy and sell firearms, imposes an enhanced background check process, and narrows the “boyfriend loophole.” It appropriates funds for federal activities and more than $4.5 billion—available over several years—for a host of state grant programs. This brief highlights funding and other provisions of interest to states.
