Note: Contrary to the information cited in this brief, payments in FY 2022 did not default to SRS transition payment.

The Infrastructure Investment and Jobs Act (IIJA)—enacted on November 15, 2021—included a three-year reauthorization of the Secure Rural Schools (SRS) Act, which provides payments to states based on historical revenue generated from timber sales on federal lands. The reauthorization was retroactive to fiscal year (FY) 2021 and expires after FY 2023. Program payments are made with a one-year lag.

The Forest Service has announced payments to states for FY 2021. This Issue Brief provides background on SRS, highlights changes made by the recent reauthorization, and discusses FY 2021 payments.
