Budget Brief 24-09
April 24, 2024
Summary

The Labor/Health and Human Services (HHS)/Education appropriations bill was enacted into law on March 23 as part of the second appropriations package for fiscal year (FY) 2024. This brief describes funding and policy provisions in the budget affecting health programs. The information in this brief is from legislative text, the accompanying explanatory statement, and the Senate report it references. The House did not release a committee report.

This brief focuses primarily on discretionary programs, including some that also receive mandatory funding. Details on mandatory funding—which is governed by authorizing statute—are included in FFIS’s Appropriations Tracker and covered more fully in Issue Brief 24-06, which describes mandatory HHS funding extensions and Medicaid changes in the budget agreement. Funding for mandatory programs is not set in annual appropriation bills.
