 Summary 

Fiscal year (FY) 2023 appropriations were signed into law in late December. This brief describes new funding and policy provisions for Department of Homeland Security (DHS) programs in Division F of the Consolidated Appropriations Act, 2023 (P.L. 117-328). It addresses provisions in the bill (including Division N, which made disaster relief supplemental appropriations), the accompanying joint explanatory statement, and the House committee report it references (which are to be complied with unless otherwise specified). It also highlights funding appropriated in the Infrastructure Investment and Jobs Act (IIJA) for certain programs and related activities.
