FY 2023 Enacted Budget: Environment

Fiscal year (FY) 2023 appropriations were enacted in late December (P.L. 117-328). Division L provides funding for the Department of the Interior (DOI), Environmental Protection Agency (EPA), and related agencies. This brief summarizes funding and other provisions in the bill, the accompanying explanatory statement, and the House report it references related to the EPA. It also covers EPA disaster relief funding provided in Division N of the bill. Finally, it summarizes changes made to EPA programs in Division O. Funding for DOI and related agencies will be covered in a forthcoming brief.

Of note, this brief covers relevant funding in the Infrastructure Investment and Jobs Act (IIJA). However, it excludes funding provided by the Inflation Reduction Act (IRA), which appropriated funding on a one-time basis for a host of new and existing programs and activities. Certain programs covered in this brief received funding for earmarked projects, as indicated in the tables throughout.
