Summary 

Fiscal year (FY) 2023 appropriations were signed into law on December 29, 2022. They were part of a massive omnibus bill that included disaster relief and a multitude of legislative provisions. This brief describes funding and policy provisions in the budget affecting human services programs, which were part of the Labor/Health and Human Services (HHS)/Education portion of the law. It also summarizes the major components of Division FF, which includes program reauthorizations. In general, the omnibus:

  • Provides level or increased funding most programs covered in this brief
  • Extends funding for Temporary Assistance for Needy Families (TANF) through FY 2023
  • Reauthorizes the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) program through FY 2027
