Summary 

With fiscal year (FY) 2023 fast approaching, the Senate passed a continuing resolution (CR) to keep the federal government operating through December 16. In addition, the legislation:

  • Extends expiring programs, including Temporary Assistance for Needy Families (TANF) and Maternal Infant, and Early Childhood Home Visiting (MIECHV)  
  • Extends the increased Medicaid matching rate for the territories
  • Provides additional funding for several programs, including $1 billion for the Low Income Home Energy Assistance Program (LIHEAP)

This brief highlights key provisions of the CR. Table 1 at the end of the brief compares funding for selected grants to current and proposed levels.

The bill now heads to the House for consideration. A CR must be enacted by October 1, 2022, to avoid a government shutdown.
