Summary 

The House has approved H.R. 1319, its budget reconciliation proposal for fiscal year (FY) 2021. The bill is now with the Senate, which is expected to make several changes to it. The Senate-passed version will have to go back to the House for final approval.

The budget reconciliation process allows Congress to enact mandatory spending and tax changes under limited debate and without risk of filibuster in the Senate. Budget Brief 21-07 provides additional information on the process.

This brief provides state funding included in the House bill (Table 1) and a description of the State and Local Fiscal Recovery Funds that are part of it, including estimated allocations from those funds (Table 2).
