Summary 

The Commerce-Justice-Science appropriations bill includes funding for state and local grants administered by the Department of Commerce (DOC), Department of Justice (DOJ), and other federal agencies. The House has approved its fiscal year (FY) 2021 bill as part of a six-bill spending package (H.R. 7617).

This brief describes funding and policy provisions affecting DOC and DOJ grant programs based on the bill and accompanying committee report, and includes amendments adopted prior to final House passage.

Notably, this year’s bill includes funding for several new programs and provisions related to law enforcement reform, many of which are derived from the George Floyd Justice in Policing Act of 2020 (H.R. 7120), which passed the House in June.
