Summary 

Full-year appropriations for fiscal year (FY) 2020 were completed with a two-part package signed in late December. Appropriations for the Department of Homeland Security (DHS) were included in P.L. 116-93. DHS includes Federal Emergency Management Agency (FEMA) preparedness grants. As part of the final bill, the Division D explanatory statement stipulates that language and allocations in the House and Senate reports carry the same weight as the language included in the explanatory statement unless specifically addressed to the contrary.

Division C of the same bill covers Financial Services and General Government, including election security. Its explanatory note parallels the one for DHS with respect to House and Senate reports.
