FY 2020 CR #2 Repeals FAST Act Rescission

With the first continuing resolution (CR) for fiscal year (FY) 2020 set to expire, Congress is expected to adopt a new CR until December 20, 2019. Like its predecessor, it:
- extends the National Flood Insurance Program and mandatory health and human services programs
- delays Medicaid disproportionate share hospital (DSH) cuts
- prevents a mass transit account rescission
In addition, it repeals a provision of the FAST Act that called for a $7.6 billion rescission of highway funds on July 1, 2020.
