Summary 

For the fifth time, Congress is poised to amend the Budget Control Act of 2011 (BCA). The Bipartisan Budget Act of 2019 (H.R. 3877; BBA 2019) raises discretionary spending caps for fiscal year (FY) 2020 and FY 2021, the last two years of discretionary spending covered by the BCA. BBA 2019 also:

  • Extends mandatory sequestration through FY 2029
  • Suspends the debt limit until July 31, 2021

The House is expected to vote on the bill this week and the Senate next week. This brief describes notable components of the agreement.
