State Reliance on Federal Spending

With the recent downgrade in U.S. government debt by one of the three major bond rating agencies, state reliance on federal funding has moved into the spotlight. Now, instead of seeking to maximize their receipt of federal funds, states have a reason to tout their lack of reliance on such funding.
