Summary 

The Fiscal Responsibility Act (FRA; P.L. 118-5) authorized up to five states to pilot new program performance and accountability measures in the Temporary Assistance for Needy Families (TANF) program. Instead of relying on the current work participation rate performance measure, pilot states can use participants’ employment, earnings, and family well-being. This provides a unique opportunity for states to test new program design and service delivery models that are intended to lead to better employment and well-being outcomes for TANF participants.

The Administration for Children and Families (ACF) released its Request for Proposals (RFP) for the new pilot. Eligibility is limited to state and territory TANF agencies. Proposals are due on September 3.
