Congress Reaches Agreement on FY 2021 CR

UPDATE: On September 30, the Senate passed the CR and the president signed it. A subsequent extension was passed, through December 18.
With the start of fiscal year (FY) 2021 fast approaching, the House passed H.R. 8337, a continuing resolution (CR) to keep the federal government operating through December 11. The CR is a bipartisan agreement based on last minute negotiations with the Senate and the administration. In addition to extending funding at FY 2020 levels, the CR:
- Extends the Fixing America’s Surface Transportation (FAST) Act, set to expire at the end of this month, through September 30, 2021, and provides a $13.6 billion general fund transfer to the Highway Trust Fund
- Extends pandemic-related emergency authority for several nutrition programs
- Extends mandatory health and human services programs set to expire November 30, through December 11
- Delays Medicaid disproportionate share hospital (DSH) cuts through December 11
