October 20, 2010: GAO Issues Report on HUD’s Opportunities to Increase Understanding of Recipient Reporting The Government Accountability Office (GAO) published a report that examines recipient reporting for three ARRA-funded HUD programs: the Community Development Block Grant, the Tax Credit Assistance Program, and the Capital Fund. September 2009: HUD Releases Support Info on Reporting Requirements HUD has developed a consolidated list of program-specific support information, mainly sample reporting templates, for Section 1512 recipient reporting requirements. September 2009: HUD Guidance on Section 1512 HUD has released agency-specific guidance on how prime recipients should estimate jobs created or retained in order to satisfy ARRA Section 1512 recipient reporting requirements. Included in that guidance is a September 10, 2009, deadline for prime recipients to notify HUD program contacts if the recipient intends to use a statistical methodology to estimate jobs data rather than a direct counting method in their October 2009 report.

January 14, 2010: HUD Awards $2 Billion in Neighborhood Stabilization Grants Funded by ARRA HUD awarded nearly $2 billion in competitive grants under the Neighborhood Stabilization Program (NSP II) funded by ARRA. This is the second round of NSP funding, with the first round of $3.92 billion awarded to 309 cities and states on a formula basis under the Housing and Economic Recovery Act of 2008. November 12, 2009: Indian Community Block Grant Funding Announced HUD announced funding awards for the Indian Community Development Block Grant (ICDBG) Recovery Act Program. November 12, 2009: Process for Reallocating CDBG-R Funds Announced HUD published in the Federal Register its process for re-allocating and awarding Community Development Block Grant-ARRA (CDBG-R) funds that were not already allocated to eligible jurisdictions during the original round of CDBG-R awards. October 21, 2009: HUD Releases Notice on Buy American Exceptions for CDBG and NSP 2 HUD released a notice in the Federal Register providing national exceptions to the Buy American provisions in ARRA (Section 1605c) for projects funded under the Community Development Block Grant (CDBG-R) or Neighborhood Stabilization Program 2 (NSP 2). August 26, 2009: NSP Competitive Grants HUD announced $50 million in Neighborhood Stabilization Program (NSP) competitive grants in an effort to help state and local governments address the inventory of foreclosed properties assisted under the program. HUD is awarding $44.5 million to nine national organizations and another $5.5 million to help local communities purchase, rehabilitate, and resell foreclosed properties in especially hard-hit neighborhoods. May 4, 2009: Neighborhood Stabilization Grants Secretary Donovan announced that HUD is now soliciting grant applications under the department's Neighborhood Stabilization Program to make available nearly $2 billion in ARRA funding to states, local governments and non-profit housing developers to combat the effects of home foreclosures. Applications for NSP funds will be due July 17, 2009.

2011: HUD Announces Reallocation of ARRA Capital Funds The American Recovery and Reinvestment Act of 2009 (P.L. 111-5, ARRA)
included $4 billion for capital funds for public housing agencies (PHAs) to
carry out capital and management activities. Of these funds, $3 billion were
distributed as formula funds and $1 billion were distributed as competitive.
After award, a number of grantees were unable to meet ARRA criteria and their
funds were recaptured—$3.2 million in formula funds and approximately $14
million in competitive funds. In accordance with ARRA, theses funds have been

October 5, 2009: Public Housing Capital Fund FAQ Posted HUD posted its second frequently asked questions (FAQs) document regarding the Public Housing Capital Fund. HUD also provided additional information for Capital Fund grant recipients on their two reporting requirements. The posted information states that Public Housing Agencies (PHAs) will report on activities, job creation, and job retention in federalreporting.gov and on National Environmental Policy Act reviews in the Recovery Act Management Performance System (RAMPS).

September 18, 2009: TCAP Administrative Guidance HUD provided guidance for TCAP grantees (i.e., state housing crediting agencies) that addressed TCAP administrative, project compliance, and asset management costs that may occur during the implementation of the TCAP program. Understanding the distinctions among these cost categories will assist grantees in determining which costs are eligible TCAP costs and which costs must be paid through other funding sources. Differentiating among administrative, project compliance and asset management costs will also help grantees understand which costs must be borne by the grantee, and which costs can be paid for by the project owner, including costs for activities undertaken by third-party contractors at the expense of the project owner. September 4, 2009: TCAP Guidance HUD provided guidance for Tax Credit Assistance Program (TCAP) grantees (i.e., state housing crediting agencies) on meeting the environmental review requirements for projects to be assisted with TCAP funds where an environmental review has been previously conducted by HUD staff for another HUD program (e.g., HOPE VI or FHA mortgages or insurance) under 24 CFR part 50. July 28, 2009: Tax Credit Assistance Program Awards HUD announced the remaining 26 awards for the Tax Credit Assistance Program (TCAP). TCAP formula grants are awarded to state housing credit agencies in all 50 states plus the District of Columbia and the Commonwealth of Puerto Rico. July 27, 2009: Revised Notice on Tax Credit Assistance Program HUD revised its notice on the implementation of the Tax Credit Assistance Program (TCAP). June 30, 2009: HUD Announces Approved Funding under TCAP HUD announced that it approved plans submitted by 26 states for funding under the Tax Credit Assistance Program (TCAP). Homelessness Prevention
September 23, 2009: Homeless Prevention Grants Awarded HUD awarded $300 million in grants from the Homeless Prevention and Rapid Re-housing Program, a program started under ARRA. These grants offer communities a resource to provide short- and medium-term rental assistance and services to prevent individuals and families from becoming homeless or to quickly re-house those who are experiencing homelessness. HUD announced the first round of grants under this program on July 9, 2009, to more than 400 communities, totaling $1.2 billion. Today's announcement brings the total awarded amount of HPRP funds to 100%, or $1.5 billion.

June 9, 2009: Homeless Prevention Notice of Corrections HUD posted a Notice of Corrections to an earlier Notice of Allocations, Applications, Application Procedures, and Requirements for the Homeless Prevention and Rapid Re-Housing Program under ARRA. The Notice of Corrections provides a corrected time line for HUD's review of HPRP Substantial Amendments; provides authority for grantees to request waivers of certain provisions of the HPRP Notice, and HUD to process those requests; clarifies that the District of Columbia is classified as a Metropolitan City; provides a correction stating that housing relocation and stabilization services may only be provided to any program participant for up to 18 months; extends the timeframe in which eligible pre-award costs may be incurred; and allows for a 90-day grant close-out period for reimbursement of eligible costs incurred within the 3-year grant period. Lead Hazard Grants
Revised Notice on Lead Hazard Grants HUD has posted a revised notice of financial assistance (NOFA) for the FY 2009 Lead-Based Paint Hazard Control Grant Program and Lead Hazard Reduction Demonstration Grant Program. HUD inadvertently omitted a number of jurisdictions that are eligible for the FY 2009 program from Appendix A. In addition, the deadline for submitting waiver requests to reduce the statutory match amount from 25% to 10% is being extended from June 10, 2009, to June 23, 2009. The period for HUD to review requests is extended from June 22, 2009, to June 30, 2009. The deadline for receipt of applications in HUD headquarters remains 5:00 PM eastern time July 20, 2009.
