The president signed the fiscal year (FY) 2026 appropriations package for the Department of Health and Human Services (HHS; H.R. 7148), which includes funding extensions for several mandatory programs. It also:
- Delays Medicaid Disproportionate Share Hospital (DSH) cuts
- Makes changes to Medicaid and the Children’s Health Insurance Program (CHIP) related to provider enrollment, eligibility for working adults with disabilities, military families, and maternity care
- Reauthorizes a few discretionary grant programs
Notably, the agreement does not extend the Affordable Care Act (ACA) enhanced premium tax credits that expired on December 31, 2025. This Budget Brief summarizes the relevant provisions, all of which are in Division J of the bill.
