Summary
Since 2004, a host of federal programs have been assessed for their effectiveness through the Program Assessment Rating Tool (PART) developed by the Office of Management and Budget (OMB). If programs are determined to be ineffective or redundant, it is often recommended that Congress move towards their elimination. Whether that happens may have more to do with congressional prerogatives than performance outcomes.
