National Telecommunications and Information Administration (NTIA) Continues Approving BEAD Proposals Most recently, an initial proposal for the Broadband Equity, Access, and Deployment (BEAD) program was approved for Indiana.
ENERGY
Department of Energy (DOE) Updates State and Local Solution Center Webinar Schedule Topics include EV charging infrastructure, weatherization, renewable energy, energy efficiency, and more.
DOE Announces Notice of Intent (NOI) to Issue Funding Opportunity of up to $100 Million for Pilot-Scale Energy Storage Demonstration Projects The funding will support advancement of a diverse set of non-lithium long-duration energy storage (LDES) technologies towards commercial viability and utility-scale deployment. The final solicitation is anticipated for release in late summer or early fall. The NOI is here.
HOMELAND SECURITY
Federal Emergency Management Agency (FEMA) Updates Events Webpage Offerings include overviews and trainings on grant programs; Build America, Buy America Act (BABAA) requirements; emergency planning; and more.
FEMA and Cybersecurity and Infrastructure Security Agency (CISA) Announce First Round of Tribal Cybersecurity Grant Program Awards Totaling More Than $18.2 Million The awards, which are detailed in the link above, include funds from FYs 2022-2023.
FEMA Announces Project Selections Totaling Roughly $1 Billion Through the FY 2023 Building Resilient Infrastructure and Communities (BRIC) Program The selections, which do not represent final awards, include:
- $674 million for 56 resilience projects through BRIC’s national competition
- $208 million for 600 projects outside of the national competition, including $55 million for building code activities and $67 million for tribes
- $116 million for states, tribes, and territories to administer BRIC projects

INTERIOR
Bureau of Reclamation (Reclamation) Invests $8.9 Million Through the FY 2023 WaterSMART Cooperative Watershed Management Program The funds will support cooperative projects in 12 western states to develop solutions that meet local water management needs. The NOFO through which funds were awarded remains open through September 3 for FY 2024 funding.

Department of Transportation (DOT) Makes More Than $600 Million Available for FYs 2024-2026 Through the Reconnecting Communities Pilot Program The program funds planning and capital construction grants for projects that restore community connectivity. Applications are due September 30.
Federal Highway Administration (FHWA) Posts Advance Notice of FY 2025 Federal-Aid Highway Program State Apportionments Totaling Nearly $56 Billion
Federal Motor Carrier Safety Administration (FMCSA) Announces FY 2025 NOFO for the Motor Carrier Safety Assistance Program (MCSAP) Appendix A of the NOFO includes estimated apportionments for states and territories totaling $487 million. Applications are due September 1.
Federal Aviation Administration (FAA) Releases $970 Million Funding Opportunity for the FY 2025 Airport Terminal Program The program provides grants to eligible airports for airport terminal and traffic control tower development projects that address the aging infrastructure. Applications are due July 31.

Department of Health and Human Services (HHS) Releases State Fact Sheets on Impacts of IRA, Affordable Care Act (ACA) on Lowering Health Care Costs The fact sheets highlight enrollee savings on Medicare Part D out-of-pocket costs, insulin, vaccines, and Marketplace premiums. The release also includes the latest enrollment data for Medicare, Medicaid, and the Marketplace.

Department of Commerce (DOC) Seeks Comment on Information Collection: Semiconductor Ecosystem Questionnaire for States and Territories to Inform CHIPS R&D Facility Site Selection Process Comments close July 12.
National Institute of Standards and Technology (NIST) Publishes Final Programmatic Environmental Assessment, Finding of No Significant Impact for Modernization, Expansion of Existing Semiconductor Fabrication Facilities
CHIPS Research and Development (R&D) Office Publishes NOI to Issue NOFO for New R&D on Semiconductor Advanced Packaging CHIPS R&D anticipates awarding up to $1.6 billion in amounts up to $150 million per award. A webinar series about the NOI, and a proposers’ day will be announced once the NOFO is published. Information will be provided on the CHIPS R&D website. The NOI does not specify a timetable for the NOFO or related events.

Treasury Awards SSBCI Technical Assistance Funds Treasury approved plans for an additional $10 million in technical assistance (TA) funding under the American Rescue Plan’s (ARP’s) State Small Business Credit Initiative (SSBCI) TA Grant Program. Treasury Reminds States of July 31 Deadline for State and Local Fiscal Recovery Funds (SLFRF) Project and Expenditure Report Materials relevant to the next report submission can be found here. They include reporting guidance, an updated user guide, and guidance on National Environmental Policy Act (NEPA) compliance when using SLFRF funds.

Administration Releases Report on Bipartisan Safer Communities Act (BSCA) The report summarizes progress made to implement the BSCA and actions the administration will continue to take to reduce gun crime.
Census Bureau to Launch 2030 Census Redistricting Data Program The program provides states the opportunity to specify geographic areas for which they wish to receive 2030 Census population totals for the purpose of reapportionment and redistricting. The first phase, the Block Boundary Suggestion Project, will begin in late 2025.

DOE Updates Electricity Annual Technology Baseline (ATB) Data The ATB provides detailed cost and performance data for renewable and conventional electric generation technologies across a range of fuel price conditions, as well as site-specific conditions, with projections through 2050. The data are available here.

Centers for Medicare & Medicaid Services (CMS) Authorizes Five States to Provide Health Care Coverage for People Transitioning from Incarceration The Medicaid Reentry Section 1115 Demonstration will allow Illinois, Kentucky, Oregon, Utah, and Vermont to provide coverage before release, creating a seamless transition and avoiding gaps in coverage.
HHS, FEMA Announce Resources and Tips to Address Extreme Heat The release includes resources for states and communities.
HRSA Seeks Comment on State Maternal Health Innovation Annual Report The Health Resources and Services Administration (HRSA) report will be used to monitor grantees’ progress in accessing, analyzing, and using state-level maternal health data. Comments are due September 6.

DOL Announces Awards
- Growth Opportunities Grants The grants to 14 organizations totaling $47 million will support the provision of jobs, skills training, and supportive services to prepare justice-involved youth and young people in underserved communities to succeed in the labor market.
- Pathway Home Grants Sixteen grants totaling $56 million will help justice-involved people get job training as preparation for re-entering their communities after being incarcerated.
