Senate Releases Text of Negotiated FY 2027 Continuing Resolution (CR) Two weeks ago, the House passed a CR to fund the federal government through December 4. That bill did not include a number of funding exceptions, or “anomalies,” sought by the White House. It also omitted certain provisions identified by the Senate. Instead of adopting the House CR, the Senate crafted a bipartisan CR that is more comprehensive. The Senate bill would extend funding for one week longer than the House, through December 11, and it includes many of the anomalies identified by the White House. It also includes the following provisions of note:

- It would delay, through December 11, implementation of a recent Office of Management and Budget (OMB) rule that would significantly alter the award and administration of federal grants.
- It would extend, through December 11, funding for highway and transit programs under the Infrastructure Investment and Jobs Act (IIJA). This extension is only of contract authority from the Highway Trust Fund (HTF); the CR does not extend IIJA advance appropriations. The House CR does not address this funding.
