The VIP Series focuses on selected federal grant-in-aid programs in the FFIS database. This edition provides estimates for fiscal years (FYs) 2025 and 2026 based on enacted appropriations, and for the president’s FY 2027 proposed budget.
The president’s FY 2027 budget proposes eliminating several grant programs and consolidating them into broader programs, but does not indicate how the new programs would allocate funds among states. Existing programs affected by these proposals are identified in footnotes. Because FFIS cannot estimate state allocations for the new programs, this edition of the VIP Series does not compare total grant funding across years.
Many FY 2026 estimates are based on prior-year shares.
Figures reflect sequestration of non-exempt mandatory programs under the Budget Control Act (BCA). Reductions are specified in the footnotes for the affected programs.
Figures include appropriations in the Infrastructure Investment and Jobs Act (IIJA) and the Bipartisan Safer Communities Act (BSCA).
