The VIP Series focuses on selected federal grant-in-aid programs in the FFIS database. This edition provides initial state figures for the fiscal year (FY) 2026 budget based on enacted appropriations. That said, final appropriations have not been enacted for the Department of Homeland Security, which funds the State Homeland Security Grant Program (SHSGP). FY 2026 SHSGP figures reflect the most recent House and Senate agreement. The program is currently covered by a continuing resolution through February 13, 2026.
Many FY 2026 estimates are based on prior-year shares. For FY 2025, some figures are based on incomplete information and may be subject to change. See program-specific footnotes for details.
Figures reflect sequestration of non-exempt mandatory programs under the Budget Control Act (BCA). Reductions are specified in the footnotes for the affected programs.
Figures include appropriations in the Infrastructure Investment and Jobs Act (IIJA) and the Bipartisan Safer Communities Act (BSCA).
