The VIP Series focuses on selected federal grant-in-aid programs in the FFIS database. This edition provides initial state figures for the enacted fiscal year (FY) 2025 budget, which was enacted as a full-year continuing resolution (CR) that level-funded most discretionary programs at FY 2024 amounts. Mandatory programs are permitted to operate at FY 2025 current-law levels. Many estimates are based on prior-year shares; however, some state allocations were available from the relevant agencies.
Due to the use of a CR, there is uncertainty around certain program funding. Specifically, when an appropriations bill is passed, it is accompanied by a “joint explanatory statement” that carries the weight of law and expands on the limited information in the appropriations legislation. This report typically sub-allocates funding among the programs within a given account, for which the legislation may provide only an account-level figure. The full-year CR has no such statement to direct these sub-allocations. FFIS therefore assumes that programs within an account are level-funded and has footnoted the programs for which this assumption is made.
Figures exclude COVID-19 supplemental funds for most programs, although such funding is included for the following programs that rely on the Federal Medical Assistance Percentage (FMAP): Medicaid, Adoption Assistance, and Foster Care.
Figures reflect sequestration of non-exempt mandatory programs under the Budget Control Act (BCA). Reductions are specified in the footnotes for the affected programs.
Figures include appropriations in the Infrastructure Investment and Jobs Act (IIJA), except when those appropriations were made as a lump sum covering several years (e.g., Weatherization Assistance), rather than with respect to a specific fiscal year (e.g., the two Environmental Protection Agency revolving loan funds).
