Summary
Section 1438 of the Fixing America’s Surface Transportation (FAST) Act (P.L. 114-94), signed in 2015, included a $7.6 billion rescission of unobligated contract authority for the Federal-Aid Highway Program in fiscal year (FY) 2020. Efforts are underway to prevent implementation of the rescission, although the outlook is uncertain.
