After a delay due to a government shutdown last fall, the Census Bureau released state resident population estimates for July 2025 and revised estimates for July 2020-2024. The new data identify population shifts and are used to distribute funding for certain formula grants.
This Issue Brief summarizes the new population estimates and calculates their effect on calendar year (CY) 2026 tax-exempt private activity bond limitations and fiscal year (FY) 2027 Social Services Block Grant (SSBG) allocations. Of note, the release’s delay means that CY 2026 private activity bond limitations are calculated using older estimates, released in 2024.
