Key Takeaways from the Heroes Act

/ 20-16

Summary

The House passed another COVID-19 relief bill on May 15, the Health and Economic Recovery Omnibus Emergency Solutions (Heroes) Act (H.R. 6800). The bill is estimated to cost about $3.5 trillion, according to the Congressional Budget Office (CBO). It will not be taken up by the Senate, and the administration has said it would veto the bill. That said, its provisions could inform future relief packages.

The 1,800-page bill addresses a wide range of policy issues. This brief identifies the main takeaways and provisions that directly affect state and local governments. Table 1 at the end of the brief lists grant funding proposed in the bill, along with funding provided in previous legislation.
