A new federal fiscal year (FY) begins October 1. Earlier this summer, the Senate passed a continuing resolution (CR; available here), to avert a government shutdown by extending funding through December 11. In addition to extending funding, the bill addresses several exceptions, or “anomalies,” identified by the White House. It also:
- Delays, through December 11, finalization or implementation of a proposed Office of Management and Budget (OMB) rule that would significantly alter the award and administration of federal grants.
- Extends, through December 11, funding for highway and transit programs under the Infrastructure Investment and Jobs Act (IIJA). This extension of contract authority from the Highway Trust Fund (HTF) does not extend IIJA advance appropriations.
On September 1, the House approved the Senate legislation, which the president has signed.
This brief summarizes the CR. In addition, FFIS’s Jim Martin Table highlights funding for selected grant programs under the CR and compares it to amounts proposed by the president and House for FY 2027. The Senate has not adopted any FY 2027 appropriations bills.
