Summary
Even though today marks the start of federal fiscal year (FY) 2011, Congress has yet to enact any of the 12 appropriations bills to fund the federal government. Since Congress was unable to finish work on the budget, it passed a continuing resolution (CR, H.R. 3081) this week to keep the government running. The president signed the bill on September 30, 2010. The CR funds most programs at FY 2010 levels until December 3, 2010. In addition, it extends the authorization for several programs that expired on September 30, 2010.
