FY 2026 Budget: Energy-Water Development

/ 26-02

The House and Senate have passed a bipartisan appropriations package (H.R. 6938) that combines three appropriations bills: Commerce-Justice-Science; Energy-Water Development, and Interior-Environment. The package awaits the president’s signature.

This brief highlights funding and related provisions in the Energy-Water Development bill (Division B), including those in the accompanying joint explanatory statement (JES). It covers selected funding for the Department of Energy (DOE). Additionally, it describes certain directives related to Army Corps of Engineers projects in light of recent federal actions to redirect funds from projects in certain states.

The JES states that language in the House report for fiscal year (FY) 2026 carries the same weight as language in the JES. Prior to this new package, the Senate had not proposed appropriations for the Energy-Water Development bill for FY 2026. As such, there is no Senate report.
