Summary
For the fifth time, Congress is poised to amend the Budget Control Act of 2011 (BCA). The Bipartisan Budget Act of 2019 (H.R. 3877; BBA 2019) raises discretionary spending caps for fiscal year (FY) 2020 and FY 2021, the last two years of discretionary spending covered by the BCA. BBA 2019 also:
- Extends mandatory sequestration through FY 2029
- Suspends the debt limit until July 31, 2021
