Head Start Proposal Would Rescind Performance Standards, Defer to States

/ 26-19

The Administration for Children and Families (ACF) has published a notice of proposed rulemaking (NPRM), Reducing Federal Burden for Head Start Programs. It proposes rescinding and replacing current Head Start performance standards with a streamlined framework to reduce administrative burdens and to defer to state policies where possible. It also makes other changes, such as reducing the cap on grantees’ administrative spending from 15% to 5%, expanding grantee waiver authority, and ensuring programs emphasize health, nutrition, and physical activity.

This Issue Brief provides detail on the NPRM. Comments are due October 6.
