Homeland Security Grant Program NOFO Imposes Election Security Mandates

On June 24, 2026, the Federal Emergency Management Agency (FEMA) issued a Notice of Funding Opportunity (NOFO) for the fiscal year (FY) 2026 Homeland Security Grant Program (HSGP). The NOFO makes more than $1 billion available for allocation through three HSGP subprograms.

In FY 2025, FEMA put a hold on 3% of a recipient’s total HSGP award until it submitted proof of compliance with three election-related actions. While many of the FY 2026 NOFO’s requirements mirror those from prior years, the hold is now 20%, and FEMA is requiring recipients to comply with a larger set of more arduous actions.

This brief summarizes the FY 2026 changes, details the new election security actions states must take, analyzes a shift in how FEMA calculated guaranteed state minimum allocations, and provides state allocations under the three subprograms. Applications are due July 24.
