The House and Senate have each passed versions of a bill designed to increase the supply of affordable housing in the United States. The Housing for the 21st Century Act, passed by the House, and the 21st Century Renewing Opportunity in the American Dream (ROAD) to Housing Act, passed by the Senate, modify existing grant programs and create new programs for state and local governments to increase their affordable housing supply. This Issue Brief summarizes key provisions of both bills that could affect states and provides background on two formula grant programs that are addressed in the legislation: the HOME Investment Partnerships (HOME) Program and the Community Development Block Grant (CDBG).
