FFIS is Hiring a Senior Budget and Policy Analyst

What we do:

FFIS is a non-partisan, non-advocacy subscription service that helps states manage the significant share of their budgets that comes from federal sources. We track federal budget, legislative, and regulatory actions and translate them into clear, accurate, state-centric analyses for state budget offices, legislative fiscal staff, and others. Our core products include a grants database with state-by-state figures, issue briefs, budget briefs, special analyses, and webinars and presentations. Most of our work involves both policy and budget analysis.

The role:

We are hiring a Senior Budget and Policy Analyst whose primary focus is Medicaid, CHIP, and public health programs. Our Medicaid analyst covers the largest federal funding stream in state budgets at a time when its financing and eligibility rules are changing more than they have in decades.

FFIS is a five-person organization that relies on collaboration. As we navigate a changing federal-state fiscal relationship, retirements of state staff, and a quickly evolving technological landscape, we are improving how we serve subscribers: expanding trainings and webinars; making our publications and datasets easier to use; incorporating web-based dashboards; and automating data product compilation. In an organization this small, the person in this role will help decide how we build data products, use new tools, and enhance services to subscribers. If you want to contribute to shaping the work as well as producing it, this is a good fit.

Responsibilities:

  • Monitor and analyze federal legislation, appropriations, regulations, guidance, and executive actions affecting Medicaid, CHIP, and public health programs.
  • Research, write, and edit issue briefs, budget briefs, special analyses, and other products that explain impacts on state budgets and programs.
  • Assist in maintaining and updating the FFIS grants database and related data products, ensuring accuracy of state-by-state figures and supporting analyses.
  • Engage stakeholders and respond to subscriber inquiries.
  • Deliver presentations and webinars covering areas within and outside of your program portfolio.
  • Connect detailed program knowledge to larger fiscal and policy contexts.
  • Contribute ideas that improve analytical approaches, products, or processes.

Skills you need:

  • Working knowledge of Medicaid policy, financing, and operations
  • Commitment to accuracy
  • Clear, concise writing for a technical audience
  • Comfort working with data beyond basic spreadsheets (analyzing trends, allocations, or impacts; working with larger datasets or simple analytical tools)
  • Ability to connect detailed program knowledge to the larger fiscal and policy picture
  • Comfort with presenting and answering questions

Other skills that would be useful:

  • Experience on the recipient side of federal funds (e.g., state budget office, legislative fiscal agency, state Medicaid or health agency, or similar)
  • Familiarity with the federal budget and appropriations process and with grants management rules
  • Experience with dashboards, interactive data products, data visualization, and/or scripting for automation
  • Prior work producing analysis or training materials for a state or local government audience

Send your letter of interest (including salary requirements), your resume, and one work sample you authored (a brief, fiscal note, data product, or presentation) to [email protected] by November 2. We offer a hybrid work schedule, generous leave, health insurance, and retirement benefits. Pay range is $90,000 to $115,000; remote work will be considered.
