These calculations are based on the 200+ formula grants in the FFIS database, which account for about 90% of federal grant funding. Nationally, per capita federal grant funding was $1,999, and ranged from $5,101 in the District of Columbia to $1,194 in Virginia.

Notes
Population, age, and poverty rate figures are published by the U.S. Census Bureau. Per capita income figures are released by the Bureau of Economic Analysis. Medicaid expansion information is tracked by the Kaiser Family Foundation. All other data are from FFIS.
The FFIS database provides state allocations for 200+ programs—more than 90% of total grant funding to state and local governments. This analysis excludes three programs: Supplemental Nutrition Assistance Program (SNAP) Benefits, Nutrition Assistance for Puerto Rico, and Pell Grants. These programs provide funds directly to individuals rather than to states.
