Summary of State Matching and MOE Requirements

The federal government provided state and local governments with more than $1.1 trillion in federal funds for fiscal year (FY) 2023. However, most of these funds come with strings attached. Many federal grant programs require states to contribute their own funds through matching or maintenance-of-effort (MOE) requirements. This Special Analysis provides a summary of programs in the FFIS grants database with state matching or MOE requirements.
