Summary 

Congress temporarily extended funding for the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) program through December 16 as part of the fiscal year (FY) 2023 continuing resolution (CR). Because funding for this program is mandatory and is appropriated in the authorizing legislation, the program requires a current authorization for new funding to be available.

On September 21, the House Ways and Means Committee passed a bipartisan bill to reauthorize MIECHV through FY 2027. The Jackie Walorski Maternal and Child Home Visiting Reauthorization Act of 2022 (H.R. 8876) would appropriate additional funding, create a new matching program, specify formula provisions, and make programmatic changes. This Issue Brief describes selected provisions and provides estimates of state allocations.
