FY 2020 Enacted Budget: Education and Labor

Fiscal year (FY) 2020 appropriations were wrapped into two omnibus bills that were signed into law December 20, 2019. This brief summarizes provisions in P.L. 116-94 that address Department of Education (ED) and Department of Labor (DOL) grant programs. Provisions affecting the Department of Health and Human Services (HHS) are addressed in a separate brief. The explanatory statement for these departments—Division A of P.L. 116-94—specifies that language in House Report 116-62 “carries the same weight as language included in this explanatory statement and should be complied with unless specifically addressed to the contrary in this explanatory statement.”
