The fact sheet clarifies that Public Assistance (PA) funding provided in response to COVID-19 is authorized at 75% federal cost share, but states may use funding from the following programs as the non-federal share:

  • Coronavirus Relief Fund (CRF)
  • CARES Act Community Development Block Grant (CDBG-CV) funds

The Federal Emergency Management Agency (FEMA) is waiving the cost share, position cost limit, supplanting, and minimum budget requirements for the FY 2019 Staffing for Adequate Fire and Emergency Response (SAFER) Grant Program, as well as extending the application deadline until May 27, 2020 at 5 p.m. ET. May 12, 2020 - FEMA Issues Fact Sheet on Operating Alternate Care Sites (ACS) as “Warm Sites”

FEMA will allow for state, local, and territorial governments–under certain conditions–to be reimbursed under the Public Assistance program for costs associated with keeping ACS, including temporary and expanded medical facilities, minimally operational and ready for potential medical surge capacity for COVID-19 response.

May 11, 2020 - FEMA Publishes Interim Final Rule to Establish Standards and Procedures for Implementing the Defense Production Act

The rule is scheduled to be published in the Federal Register on May 13, which is when the rule is set to become effective. Comments will be accepted within 30 days after publication.

May 4, 2020 - FEMA Announces Emergency Food and Shelter Program Awards under CARES Act

In addition to the $200 million provided under the CARES Act, FEMA announced awards made through $120 million provided in FY 2019 appropriations. The total $320 million will be awarded beginning in early June.

FEMA has previously funded crisis counseling in six states.

April 30, 2020 - FEMA Provides Guidance on Extending Period of Performance (PoP) for FY 2016 and FY 2017 Preparedness Grants

In accordance with a Memorandum issued by the Office of Management and Budget, FEMA is allowing grantees of FY 2016 and FY 2017 Preparedness grants to request PoP extensions under an expedited process. The deadline for submitting PoP extension requests is June 15, 2020.

The Fact Sheet includes information on how state, local, tribal, or territorial agencies can request a CCDS from FEMA to decontaminate and reuse N95 respirators from healthcare facilities.

April 29, 2020 - Federal Emergency Management Agency (FEMA) Issues Memorandum on Repurposing Existing Grants

The memo provides an explanation of how FEMA will implement a memo issued by the Office of Management and Budget regarding federal financial assistance flexibilities to support COVID-19.

April 28, 2020 - FEMA Posts Local Cost Share Calculator for Assistance to Firefighters Grant Program

This program received $100 million from the CARES Act.

April 28, 2020 - Administration Authorizes FEMA to Issue Crisis Counseling Grants

The memo extends the authority to provide Crisis Counseling Assistance in states where a major disaster has been declared but crisis counseling services were not previously approved. Total COVID-19 cases must exceed 5,000 within a state or 1,000 cases per 1 million in the state’s population.

Awards were made in Massachusetts, Michigan, New Jersey, New York, and Washington for assistance to residents in response to COVID-19.

April 23, 2020 - FEMA Announces Availability of $100 Million in Assistance to Firefighters Grants

This funding was appropriated by the CARES Act. Applications will be accepted from April 28 through May 15, 2020.

April 21, 2020 - DHS Updates Fact Sheet on Measures to Limit the Spread of COVID-19 at Borders

April 20, 2020 – Administration Issues Memo Extending Title 32 Authorization to May 31

For states that have received authorization to use the National Guard to address COVID-19 at 100% federal cost share, that authorization is extended through May 31. The memo also extended the same authorization to the governors of Alabama, Alaska, and Delaware.

April 20, 2020 – FEMA Announces $200 Million for EFSP 

The supplemental funds (provided by the CARES Act) for the Emergency Food and Shelter Program (EFSP) are expected to be disbursed to local agencies in June.

April 20, 2020 - FEMA Provides Administrative Relief for Several Programs to Address COVID-19

FEMA is extending administrative exemptions for certain programs funded under the CARES Act, including Assistance to Firefighters Grants, EMPG and EFSP. This administrative relief is in addition to that provided in a previous notice.

The FEMA guidance defines the framework, policy details, and requirements for determining eligible work and costs for the purchase and distribution of food in response to COVID-19.

April 10, 2020 - FEMA Restricts Export of PPE

The temporary final rule covers five types of PPE and is in effect from April 7 until August 10, 2020. 

April 9, 2020 - FEMA Provides Option to Transition Community-Based Testing Sites (CBTS) for COVID-19 to State Management

States that opt to assume control of federal CBTS would still receive technical assistance from the federal government.

April 9, 2020 - FEMA Suspends Rent for Disaster Survivors

The temporary suspension applies to temporary housing units provided in California, Florida, North Carolina, and Texas. Rent collections are to resume July 1.
